Ministry Background:

 The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the energy and water sectors occupy special prominence in the Government's development plans. Several major Energy and Water sector projects, funded by the National Development Budget and by the International Financial Institutions and Donors, are presently under implementation and planning under the general oversight of the Ministry of Energy and Water (MEW).

Energy is our economy’s hope for growth, and electricity’s sustainable availability at affordable prices can improve our living standards. Historically, in Afghanistan most power generation has been based on hydropower, our most promising resource (generating over 54% of the total), and the rest from thermal sources, primarily through use of coal and natural gas. Power generation facilities suffered extensive war damage and neglect, and require significant rehabilitation and upgrading. Similarly water, improve the livelihoods of people both of present and future generations by providing access to safe drinking water, household food security, and sources of income while protecting them from the negative effects of droughts and floods, by developing and managing water resources in a sustainable way with user participation, and by contributing to the growth of the national economy by providing effective services for efficient water use in all sectors.

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MEW assists its administration that will be based in Kabul and will reinforce MEW in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

To bring the mentioned plans into implementation and in view of the Above Ministry of Energy and Water has recently established a Government funded Programs Management Unit for strengthening its performances with respect to contribute functions properly on Development projects of the Ministry in its targeted department i.e. Procurement, Budget and Finance, Audit, Planning (Energy & Water), Renewable energy and Media communications.

Duties and Responsibilities:

Job Description for RE (Renewable Energy) Advisor

  • To do proposal for RE Projects
  • To make guide lines for survey of RE Projects
  • To evaluate projects survey reports
  • Calculation for solar & wind projects
  • Evaluation & selection of site for RE Projects
  • To make short , medium &  long term plans for Renewable Energy Department
  • To make guideline for RE Projects
  • To translate RED basic Documents
  • To coordinate with Donors
  • To assist RE Director in daily basis

Required Qualifications:

  • Must be Master of Science and power engineering or other relevant fields to the position.
  • Must have full knowledge of energy sector of Afghanistan, and to have knowledge about World  advancements on Renewable energy system and technology ;
  • Minimum of 2 years experience in energy field with any Government (Ministries) and International Organizations is required. 
  • Fluent in Pashto/Dari (Speaking and Writing) and very good English is a must, fluency is desirable. 
  • Strong oral and written communication skills and Computer Knowledge of MS Office package, especially MS Word and MS Excel.
  • Able to work under pressure and as team member and to work for long hours as and whenever required.
