Project Background:

In accordance with the Decree 4 of the presidential office of the Islamic Republic of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Energy and Water (MEW) has been established from two existing Ministries: Ministries of Energy, Water Resources, and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the energy sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Energy and Water (MEW).

The Irrigation and Restoration and Development Project Additional Financing (IRDP-AF) is a national project, implemented by the Ministry of Energy and Water and funded by the World Bank, designed to serve all major river basins in the country classified into six regions: Kabul, Jalalabad, Kandahar, Herat, Kunduz and Mazar-e-Sharif.  The rehabilitation of medium and large scale irrigation schemes take place in all regions.

The objectives of the IRDP to improve access to irrigation in targeted areas and strengthen water resources management and development.

Position Title

Job Description / Duties and Responsibilities

Required Qualification and Experience


Donor relation  officer 

  • Assist the Chief of Office staff office with Deputy Minister (Energy and Water) in all administrative matters including but not limited to; drafting correspondences, taking notes in meetings, follow up with the relevant individuals and entities.
  • Builds and maintains close working relationship with Donors.
  • Creates, manages and maintains documentation related to donor meetings and requests.
  • Write the report of Meetings and Minutes of Meetings for administrative use and Media coverage.
  • Prepares documents including proposals, briefing notes, training documents, minutes, memorandums and other related materials
  • Keep tracks of all correspondence and written communication related to the Deputy Ministers.
  • Facilitate meeting supplies and arrange meetings and seminars in which Deputy Ministers will attend.
  • Follow-up on administrative assignments given by the Chief of Staff Office Deputy Minister, with the relevant departments, advisors, and other individuals,
  • File all administrative documents related  of the Deputy Ministers with Chief of staff Office,
  • Perform other related tasks assigned by the Chief of Staff Office with Deputy Minister;
  • The Donor relation officer will report to the Deputy Minister and Chief of staff Office or anyone assigned by him.


  • Bachelor degree in Management, International Relations, Public Administration or similar discipline, with 4 years related work experience.


  • Basic knowledge of computer and information technology (Ms. Word, Ms. Excel, Ms. Power Point, Inter net browsing and email using) from a recognized institute


  • Good interpersonal skill; Strong communication skill;


  • Good in written and spoken English, Pashto and Dari languages;
